Other Local/Acquired Cultures?

(Yet another) question, please?

How does one get local/acquired cultures from other civs?

Case in point: I'm playing a European civ, and I conquer a city from an Asian civ. The conquered city loses it's Culture Local Asian. Several turns later, I get the option to build Culture Local European in the city.

How can I actually build the culture local Asian? Do I have to conquer the capital of the Asian civ?

There's a 85% chance to get the local culture building on conquest, you just got unlucky getting the 15% random roll.

I noticed that civs emerging from barbarians don't have Local Cutures in their cities.

Good point, an oversight. Probably best to fix that in the python code that handles that transition.
They should still get their native culture building along with the palace, so they can build their local culture after emerging from barb, so this is not a high priority, but worth noting down.
