How does culture generated by your palace work, exactly? It doesn't seem to be directly proportional to the population of your capital. Does it vary at all with city size, or era?
Also, I was surprised to see that it goes away when you switch to Democracy. I don't think the 'pedia mentions this. So, Despotism has it, Monarchy obviously has more of it (double?), and Republic seems to have the same amount as Despotism. What about Fundamentalism and Communism?
