Pasture not building but charging me

There is a region on my map where I build a pasture and nothing shows up. It charges me the hammers and doesn't create it. I can do it over and over again even with re-logging and/or rebooting my computer.

Why does it take the production when nothing gets built?

There should be a message with nothing built and the production hammers should not be reduced!!!
