Perpetual High-to-Low

I'm fond of the High-to-Low challenge mode, but having it end after three goes around means that, short of the higher difficulties, I end up looping through civs pretty quickly. What I'd like is a version of the same option that continues throughout the game, forcing you to switch civs EVERY time you reach the top of the score board. How would one accomplish this, and if it's terribly complex, could someone whip it up for me?

I've won games from the bottom of the scoreboard before, actually. Depends on the victory condition you achieve. Admittedly it'd make a Time victory impossible, but I almost never use Time anyway.
