What is the energy colonization? How does the power graph work in this game?

Colonization is set between the late 15th and late 18th centuries. There's no electricity. If that's not what you meant, then I'm afraid I don't understand.

I think the OP is referring to the screen which shows you the relative standings of each civ in graph form according to values like "Score", "Military", "Power", etc., and is asking what, exactly, "Power" means.
