Problems loading the We the People mod.

I had to reinstall all my Civ IV games; now I can't bring up We the People. Here's the version:

Is this the correct version of Col to run WtP? Is there a patch I need to load? Here is one of a train of error messages I'm getting:

I have the same problem. The mod starts, but after I pick my difficulty level, the game crashes.
