Just as a scenario, if I found a religion and go for a missionary or great prophet before an adjacant Civilization forms a religion.

I then go and convert my neighbours city to my religion. At this stage they have not yet created a religion.

Does this preclude them from creating a religion and using their capital as the Holy City?

No. Once they generate enough faith, a GP will spawn in their holy city and your religion will be replaced with their new one.

You CAN prevent their religion from spreading quickly this way, though.
