Religious building from Pantheon

Hi
I tried to add religious building (such as Cathedral, i.e. purchasable for Faith) to pantheon. But I can't purchase it until I adopt a religion. Is it hard restriction?

Yes. A Founder, Follower, Reformation, or Enhancer belief is required for the Faith Purchase of a building.

Allowing anything other than Follower or Reformation beliefs to unlock purchase of a building with faith is generally unstable and often causes the game to randomly crash when a city adopts such a religion.
