Resources Don't Seem to "Vanish" in Next War Scenario

The Next War Scenario implies that your resources will be drying up quickly, forcing you to fight for the important ones. I've played through it a few times. I haven't seen so much as an oil well dry up. Playing 3.17 btw.

I think the feature was left out in the final package.

Any way to put it back in? I think it would make for an interesting game. Imagine having only 2 oil resources by 2280! You would actually NEED Standard Ethanol.

One of the patch changelogs said that the chance would only be applied to the scenario and not the epic game version, but when I played the scenario I didn't see it either.

Meh. Well does anyone have any idea where I would go to fix this? Can I do it in XML or are python skills needed?
