War between me and the Japs has been going on for several turns:
Description of problem: In current game, I am at war with Japan but our ROP agreement is still active!
Steps to reproduce : Load game. Active unit is a tank north of Gergovia. Move it through Japanese territory. It will move as if it had ROP. To confirm: Check foreign advisor screen:
Observed result : Foreign advisor screen shows war and ROP between korea(me) and Japan
Expected result: Only war should be shown. Tank shouldn't be able to move through enemy territory as if it had a ROP.
