Settler unit not available

Hi

I'm a Civ 6 noob (I've played civ I back in the day) but now picked up civ 6.

one problem that i have is I want to produce new settler but the option is not available in any city. I'm at turn 89 year 675 BC and I'm playing Alexander the Great.

What am I doing wrong?

Most likely your city only has 1 pop

Middle likely you have the dark age policy Isolationism that prevents settlers from being created

Less likely you're playing my hard dark age mod where one of the potential dark age penalties is being unable to create new settlers

@dagriggstar you are ABSOLUTELLY right. #2 is the culprit.

Isolationism.

I didn't notice though, does it say so on the card that one of the effects is you cannot build settlers if this is selected... ahhh
