I was trying to go for a cultural victory and had great relations with all the players...or so I thought. Monty uses the ROP (can't believe this is still there from Civ 3!) to steal a city and then gives me the following peace option a few turns later. If I accepted it would leave me with 1 city!
As mad as I am at Monty for attacking...this has just made Civ V a lot more fun for me.
