Specialist Bug(s) (Game Breaking Balance)

This may be an issue with the guilds civic but have no firm data. Just guess as adopting it game me a similar bug.

Issue #1: Citizen specialists with crazy production. Was near the end game and Kane was wiping out all of the AIs. Took a look at the graphs and noticed his manufacturing was literally off the charts. I used a shadow to look at their capital and looks like some number wrapping issues which probably indicates a bug in a calculation somewhere.

Issue #2: May be related. I noticed Kane was in the guild civic so I adopted it too. It messed up my on UI's counting of engineers and shot my production well past 20000/turn in that one city.
