Stealth Attack and Submarine Bug

When I modded TOW infantry to have a stealth attack vs. Tracked units (Tank, MI, MA, Panzer) and attacked a stack of enemy units I noticed the following:

If there is one stealth attack target in the stack you cannot attack it, regardless of how many non-stealth attack targets there are...

For example, I had a stack with 5 Infantry and 3 Tanks... I could SA 2 Tanks, but when I had 5 Infantry and 1 Tank remaining, I could not stealth attack that last tank and my TOWs kept attacking the Infantry.

I tested this for sea units (Subs) and it works properly (I can attack a transport escorted by one ship, etc.)

As for the submarine bug, I think the old bug of declaring war when an enemy ship inadvertently enters a square occupied by you sub is back.

Please write your bug the way it's shown in the Bug Reports Guideline thread, and include your gamesave and/or screenshot. Also read the changes to the game in the Comprehensive Survey thread in the main C3C forum. If possible, also include your PC specs (go to Start-->run, and type in dxdiag).
 
I can verify that this still happens in 1.15. It seems like the game needs two valid targets to trigger the 'Stealth Attack' dialogue.

For land units, this should be changed to 'one valid target' OR two or more units w/ at least one unit being a valid target... This not being fixed makes any mod to stealth attack land units useless...

I've noticed that Stealth Attack works fine for sea units, but also, all sea units that have stealth attack (I.e.- submarines) can stealth attack any ship... If certain ships were removed from the list, the possibility of this bug appearing in the 'sea' is increased.
 
Does Stealth attack work at all for Air Units? The civelopedia says American F15s are supposed to have it, but I can't seem to trigger it.

As I recently stated in the Apolyton forum for the Sub bug:

Utilizing the editor, I added an additional ability to the submarine types. I turned on "Hidden Nationality" and VOILA, no war declarations. Note: You have to be careful and hold down the (Ctrl) key while adding the new ability or you will turn off all the original abilities such as invisibiliy, etc. Also, the original (conquests.biq for Conquests games) and (Civ3X.bix for PTW games) are Read-Only files so you may have to make backups/rename and then remove the Read-Only attribute before being able to save the changes.

Now, you have to think of the ramifications. These subs will be particularly lethal, in that they will be able to attack or be attacked without starting a war, not unlike what went on for years during the cold war. Also, they will become an awesome blockade tool, probably requiring so called house rules in multiplayer games.

I would probably have the preferences "Show Enemy Moves" and possibly "Animate Enemy Moves", in order to maybe catch a glimpse of the offending nation'c color during the actual combat. At least then, a possible form of retribution or countermeasures might be taken.

The added possiblities are endless. No wonder everyone wants the submarines to work correctly.

Stealth Attack doesn't work for bombard. This applies to F15's and (I'd assume) Kamakazes (in the War in the Pacific).
 
There are two possible fixes for the sub bug.

One is the no-nationality, which can be wicked. I used this with a 2015 scenario and it mimics being able to use Tomahawk sub launced missile attacks without declaring war. No-nationality will cause all countries including your allies to be able to attack your subs.

The other "fix" is to make them not invisible. This loses a main advantage of subs but adds a little calmer behavior to your world.

With it open season on no-nationality subs I tried adding 'requires escort' like carriers but the AI won't use it.
