Steam says game is still running when its not, Launcher hangs in backgroud.

So I've been dealing with this very frustrating problem over the last few weeks, and this is the second time I've dealt with it. I tried playing civ v this morning but the launcher crashed immediately and now its hanging in steam. Oddly enough its not showing up on task manager but it is showing up on processes explorer. When I try and end the launcher it denies me the access to it, Dose anybody have a solution for this? I've already tried verifying my game cache and my drivers are up to date so that's not the issue.

edit: I've seen to have gotten a solution for it, a restart and repairing the direct x files seems to have fixed the issue. Ill post here again if this solution isnt permanent.
