UN to World Leader Vote - 20 or 30 turns?

Once hitting info era and triggering the UN is it 20 or 30 turns to the WL vote? I have experienced both. What determines the number of turns?

Well the last game I had it was 25. I think it varies between 20-30 based on the schedule of the world congress.

I always assumed that it is based around turn time. i.e the world congress sessions take place faster as the game comes closer to turn 500. So if you enter Information era in turn 220, the sessions will take longer than if you enter on turn 300. But I don't know for sure of this is correct and I can't say the exact numbers.
