What is a partisan event?

I've searched the forum and can only find reference on when this should or should not occur. I just want to know what it means. I just had the message appear after wiping out a city and want to know what to expect. Thanks!
Hmm, well in Civ II Partisans are a type of unit that appear around a captured city if said city belonged to a civilization that has discovered the Guerrilla Warfare technology. Never heard of it happening in Civ Revolution, though.
