What to read, if I want to know more about patches?

I so far didn't find any section in this forum, where I can find something like release notes, when a patch is implemented. I also don't know how to even find out, which day this will happen/happened, I just recognize different behaviour of the game afterwards (or even not, when I don't realize :-( ). Also I would like to know about new DLCs aso.

Is there some forum for information like this?

When patches are imminent you will find the respective threads here on the first page.
For patch notes: these (if known or released) will be in those threads or you can see them on Steam.
The same is true for DLC.
