World Builder?

Ok I am looking around for the world builder. How do I access it?

You go to Steam and painfully look for something called Civilization V SDK. I believe after 2 hours I think I found it on the tools section of Steam (as I recall it was not easily labeled whatsoever).

What I find on the steam store is the digital version of the game which they are asking 49.99 for. I have the game, I want the world builder and or/tools to edit the maps and such and make my own starts. How can i find it precisely?
