Can't think of any help for that other than to delete your data and start over.

I ran into a smiler problem when I switched hard drives (For me it was the win all victory types) You must have lost your player data sometime and this will cause you not be able to get you achievement until you have all civs completed on one save. Just look in your hall of fame to see which civs do not have victories and replay them on warlord (For a quick victory) You'll get you achievement.
