At first I thought something Asian, but the architecture looks a bit Middle Eastern.

That staff could also be used to help identify him.
I'm no expert, but i'm guessing he is some new south-asian/middle eastern leader.
[EDIT] the turban is worn by indians, pakistanis, afghans and kurdish people. (and ottomans)
I'm going with the kurds, Kurds are the ancient occupants of turkey, syria, and iraq. Living in the land formally known as kurdistan.
