I am going to definitely going t need Hydromancerx to help me come up with balanced stats. I have the building ideas but balanced stats are tricky for me sometimes.

To achieve balance, I usually work on core lines first.

Example: Naval unit review

These units are the first to get a full game review of statistics which will form the basis of comparison for other types of units. Buildings can work in similar ways.

If we take, for example, a line of library buildings, and plot them out throughout various upgrade phases accessed at some fairly equidistant techs then gradually establish an increasing degree of value to their stats then we would end up with a basis for which to establish other similar building values that operate along similar lines. There could be supportive buildings for research that offer a bit less but more and more per era are opened up. These could offer a bit less research than the core libraryish building but can stack up.

My point is, we should start thinking of building chains rather than individual buildings piecemeal here and there. Where we ARE still adding spot fills like this then I suggest being very light handed about it's modifiers until it falls into a 'category' into which it can become part of a progressing pattern.

These spot fills have a strong value in that they should often eventually crystalize into an upgrade path as they match up to other similar buildings in other eras that reveal the essence of the chain (then fill in linkages take up the spaces in between). But they shouldn't be 'overcharged' until they can be properly balanced by falling into an upgrade path. At which point they would naturally be reworked to fit into that path by offering an improvement to the version that comes before it.

Other types of building chains would then find some resonant harmony with the original chains - example: a line of production increasing buildings would fall under similar numeric guidelines to a core line of research increasing buildings, having almost identical stats for production as those research buildings offer for research in the same eras.

And this can also reveal other 'needs' and parallels.
