Forts allow ships to traverse - believe you can make channels this way

But only ONE fort channels. So you can have Suezzes to a certain extent.

If a fort is on the coast, it can have ships. You can go through unlimited fort channels as long as they touch the coast

Boats can go through forts, I've used this sometimes to let my ships go through thin strips of land.

The AI will use coastal forts for their ships even when not needed, and end their turn there, so it is possible to build forts on the coast to lure them in and then destroy their ships with land units. (No GGP or xp of course though).
