That isn't a major problem, is it? They already get defensive bonuses, so with Combat promos, they should still be decent vs infantry. Alternatively, give them 20 strength instead?
I am not sure why they didn't make MG gunpowder units but with the restriction that it can't attack. Unit type and the ability to attack or not are not tied together in the xml.
Where do you think the definitions of the variables are defined? Where do you think the AI gets its intelligence from? Where do you think the global warming variables are?

The land in Civ4 is very different from Civ3. The combination of base terrain and terrain features can give you a lot of different combos that were not possible in Civ3. In some cases, you will not be able to work all the squares in your BFC.

The only thing that sucked about Civ3 was the animated units. It made it more difficult for me to add units and muck around with things compared to the old bmp style Civ2 graphics :)
