If you have to ask, it probably won't happen. First of all, you need to be a regularly posting member for several years, to show that you can be neutral and unbiased, and that you understand how the rules and the culture here work. And anyone who is eager to do it usually want to be for the wrong reasons - believe me, it is not about exercising power. The best thing to do would be to just keep posting, and try to understand how things work around here.

And flashing now with impatient call
