I find that most of these sorts of analyses of Tolkien's works are superfluous at best and drawn from a too shallow base of knowledge from which to draw such conclusions.
The real solution would be a new constitutional convention to address the issues with our current structure of government and to create a system where more political parties can thrive (ie, proportional representation).
Looks like Civ has gone completely off the rails, but I kind of like it. Maybe they've felt the pressure from Paradox or Humankind and realize they can no longer compete in the historic game market. This is an interesting shift from the series that used to be the staple of the historic gaming...
