That has always been the case for Civ 5. As long as they are willing to speak you can make peace for free. :lol:

What do you think about the nerfed Flood Plain tiles, PiR? I was wondering why farmable Flood Plains would be so more valuable than farmed plains in China/India/... Maybe it's the Desert faith bonus? Maybe it should be changed to +2 Faith per Desert city?

In my experience you can make peace with them when they offer the quest of gifting units. This only happens upon first contact. When this is the case you can make peace in any circumstance: clicking on the city, popup, ... I provided savegames in my Germany writeup when I could make peace with...

So, that one was quite a doozy. I played on Deity BUT I handpicked a start where I was able to grab some Classical Wonders and a religion and settle Italy and Bulgaria with my Starting Settlers. (I don't know why I want it hard, but easy.) Anyway, take the Deity difficulty with a grain of salt...

Ah, I think I know what happened, then. Sometimes, tiles get improved automatically when a City State is spawning. If there's Jungle or Forest beneath the ressource it is not getting cleared (which often improves the tile yield).

But... in the hover-over plate, it says "Improvement: Plantation".
