    The default value for ESPIONAGE_GATHERING_INTEL_COST_PERCENT was 125 in the vanilla game correct? The mod changes it to 25, so you can steal techs 5 times faster than before. That seems crazy. It was a little slow before. I'll try setting it at 100 and see how that plays out.
