    Yes, even if you ignore the "major city" part it's not even that old... It was only established in 1905, and didn't become a "city" until 1911... and that is more so when it became it's own political entity rather then a sign of any real influence or size...

    I don't think so... Each individual colony had their own laws prior to the revolution, which were under overall British Law. I believe the existing Colonial laws just turned into State law... and the Constitution established the initial "Federal Laws" which gave the States a lot of leeway...
