What's the evidence showing that CS acquire techs based on the number of players that already researched them? Victoria's analysis showed that CSs actually produce science and decide what techs to research, which doesn't seem to be connected with what the players have.
While testing, I discovered something interesting. If you find a CS before you settled your first city, the free envoy doesn't give the free yield in the Capital.
I made a bit of code-diving myself, and it seems it confirms the theory that City States start with 5 tiles, not 6. This line is avaiable in the Civilizations file, in the game data:
Starting tiles for cities = 5. The same line for a "full civ" has a 6.

To perhaps help in further investigations, I've seen a certain behaviour with City States regarding the number of envoys they have. It seems a CS expand its borders when a player invests 2 envoys on it. So, perhaps the technology boosts you discovered...

Are you sure Kabul was at -0,75 before you opened patronage? Different City-State personalities have different decay rates.

Yeah, I think it says 1 hp due to old mechanics, what I'm interested to know is the 0 hp case (like when you bombarded the city with ranged attacks). Thanks a lot for the info!

Hammer pay-back is not a good way to analyse if Petra is worth or not here. You should compare the costs of getting the Wonder (rushing the tech and wonder, which means using early science and hammers) and its benefits (the improved tile yield) with the benefits you could get with the same costs...
