I've beaten the scenario as the Boer on Deity, though I had to reload quite a few times midgame to save my ass. IMO the Boer is heavily luck dependent. If the Europeans AND the Zulus declare war on you at the beginning, there's nothing you can do(unless you have some crazy defensive terrain)...
