The goverment modes in Civ3 are a joke. They're made to be as politically correct (in US?) as possible.

I've also heard this joke before, and I failed to see the big funny catch (R). In other words, I really don't know in what part of the joke should be laughed. There's nothing funny, you can guess what happens, there's no big surprise what's usually 'the thing' in jokes like this. Last time...
