I have the same problem as the OP, but discovered that changing the resolution directl in the .ini files works.
Still unable to change the resolution in-game, but it's not like I change it everyday, so that works for me.

You can already do that. It's cumbersome, but doable.

There is a field of view bar on the top right of your screen. It is set to 88, making the whole tilted. If you want a standard view, put it back to 41.

I thought that if you can see the inner of a city you would automatically see its worked tiles, but it is not the case then.
