I can create any IC reason I want. It doesn't mean I have any better claim than them to that province, just as them wanting it for reasons doesn't mean they have a better claim than me.
If the Poles want more ports they can just as easily expand to Saaremaa (the island just off the coast). Or further expand from their current one. There is no reason why it has to be Riga. All I want are nice borders. Nobody is given any actual advantage over the other in this.
Again I say that I wanted to discuss it and they did not try hard at all in meeting us at the table. How is it a surprise that we act in our interests when the other party doesn't want to speak?
Like I said, when I tried to be in-character and discuss it Poland didn't follow suit. Aside from outright going for it there isn't much I can do from an in-character standpoint in regards to claiming it because provinces don't have much real in-character value.
(In reference to your last post in XIV) I think you misunderstand but that's exactly what I mean. I don't see what's wrong with Poland moving. I'm not trying to be mean or instigate a conflict or anything. The border simply looks better with my claiming Riga. It's not like I get any kind of boon from it either. The map just looks better.
You need to stand up to Russia; say you support the UN referendum and declare you will sent troops to deliver the ballot boxes. Also: sent journalists to see the truth.
