My biggest problem is health. In my current game I have 5 cities. Each city has a (+3) Pharma Lab, and (+2) Clinic and a (+1) Cryo Lab. Now, by my math, that would be +30 health from my city buildings. However, apparently, that only adds up to 21. I was at -6 health and buy a +3 Pharma Lab...

The worker that is selected, if he build a road on that tile, it says I will fail the quest. But my explorer has been all over that territory and sees nothing.
Well, most of the game is missing as you know. The AI is mentally handicapped heavily - it almost just sits waiting to die and while many features are present in appearance, they are not really "there". Like you can unlock components in the tech tree but there is no shipyard in the game yet so...

All good advice. However, I will add that if you want Boudica to make an effort open diplomacy and tell her a target to attack which seems to aid the AI in mobilizing its forces. Pick a reasonable target. I have pretty good luck doing this and can even see the AI as great war partners.
