    Did you turn off Diplomatic Victory in the initial game setup? I had this problem [couldn't build UN] in my last game, and was bewildered by it until I went to start a new game and saw that I'd toggled off the Diplo Victory.

    Questions Re Power Plants

    Verified, at least for the Hoover/Coal Plant combo. Had coal plants in all my main cities, built Hoover Dam, sold coal plants...no change in the cities' production values, MUCH less pollution :) Haven't tried the Nuclear Plant vs. others, though.
