I just experienced the same bug with Adam Smith.
Once I activated him there was no way to fill the new policy slot, and so no way to end turn and continue the game.
Running in strategic mode if you have a really outdated graphics card is all very well, but things could get messy if the diplomacy screen still tries to load the full 3d leader animation.

I always play random leader, so I don't see changing that.
The only time I pick a specific leader is if I decide to go on an achievement binge and I need a particular leader to advance my goals, but based on Civ5, I doubt I'll be doing that for some time.

It's funny, I would agree with OP on pretty much any other game, but I feel differently about this franchise, which I have been playing since the original.
Pre-ordering Civ6 and then finding out it wasn't finished and having to wait for a few patch cycles before it feels complete doesn't...
I was under the impression you could build districts as follows:
No more than 1 for population 1-3
No more than 2 for population 4-6
No more than 3 for population 7-9
etc...
So basically: districtsAvailable = RoundUp(population/3)

I am delighted with the new look of the game.
Information is king in strategy games and the level of thought that has gone into how the graphics can best be used to convey information is outstanding.
I would like to see a system that allows tiles to be claimed outside the traditional 5 hex radius.
This would allow late game empires to fill in all that unclaimed land.
