    Each line is possible a different Civ. The civ with least pop is 6000 The civ with least military is 146000 It does not say "Civ with worst..." It just says "Rival Worst" Thus Civ X has 6000 Pop and Civ Y has 146000 Troops. Civ X might have 1000 Troops and Civ Y might have 12500000...
