If we're going to get historical, Russia owned Riga at a time too. For over 200 years. To the Commonwealth's 40. Yeah. And as the update shows, niether of us were there first. You just expressed the want to take it in-thread first.

Why don't you just claim Saaremaa, the province directly above your claim in Latvia, rather than Riga? Then you'd have your other port and I'd have my nice border. Win-win. What do you say?

The province to the south west of Riga should be apt. I don't understand why you need Riga also.
Lithuania has a coast.
Why not keep the southern one? The border looks much more consistent with it rather than Riga and neither affects how strong your country actually is.
