It wouldn't be unreasonable at all to say that. Most of the statesmen involved seem to have had very poor understandings of the positions and goals of their opposite numbers. Bethmann Hollweg in particular seems to have been very unclear on what exactly the nature of the British connection to the French and Russians was. But at the same time, entirely valid information was available to all sides, and sometimes they just didn't employ it out of wishful thinking.
