I think the blue circles are determined by taking into account food, producation and commerce. The top 5 cities list is determined the same way.
Maybe somebody who knows could look into one of the Python files and find the code that calculates it.
How many cottages do you really need?
Let's say I have an inland city with a river going through the fat cross, and grassland on 6 river tiles. How many tiles should I turn into farms, and how many should I turn into cottages?

My only complain, which I realized just recently, is that the fish/clam/crab amounts are too low even with resources set to very high.
Welcome to the forums! I have had Civ4 ever since it came out and am just really getting the hang of it. It can take time but don't be discouraged.
You should look at the customization section of the forums and try downloading some new scenarios if you like playing them. I can't play without...
The all red AT-AT is what happens when something isn't defined right in the XML files. Civmansam will have to fix that.
