I'll give them 1 gold. Then they'll load their invasion force even if it isn't war, and I'll defend the closest unclaimed land, where they'll jump to once the DOW is made. Or you could just gift 1 gold each 10 turns.

I once did when city spamming during a Great Plains game. It started to just use city names of other civilizations, but I believe that they would start with the capital cities of these random civilizations, so it would go in a next-in-line order for each civilization.

I'm just wondering, since I've never seen this happen, but does the AI use Great Generals to give 20 XP to a unit, or do they only settle when the AI is using them?
