I won't make claims about what size the effect is, but a fair number of BE negative reviews on Steam, especially the early ones, are, at least in significant part, "it's not SMAC".
Oh yeah, I don't doubt that. But that's not what they mentioned in the talk (that was the wonder patch - both logically from what they say in the talk, and confirmed by the note on civilization.com).
Balance and tweaking and bugfixing isn't the same as a big patch that remedies the problems...
What really gets me about this video is it seems to really show up the Polygon article that first mentioned the '2.0 patch'. That article was based on this talk, before any of us could see the video (way before), and seems to be the originator of all talk about this wide-ranging patch to fix...
On modern consoles? Sure it is. They assume broadband access to download patches there as well. Often you have to wait longer, because of the higher cost to the publisher of distributing the patches.
Wouldn't install a game. Not to mention that you wouldn't be able to register a game again when it had been registered even if you were online.
When installing from offline storage, even for a game you have on your account, it won't mark it playable until it's looked for patches, AIUI.
My understanding is that the international view of Australian slang is generally tragically inaccurate, causing Australians to cringe at Australian characters in TV and films made elsewhere.
