I've been going for DV with every civ and I'm almost done, and I think I may have used commerce instead of patronage once. I think I'll try commerce in my next game, it appears to be better than I thought.
I know Forbidden Palace doesn't matter because I usually win with 5+ votes to spare, but...
I usually wait until around turn 100 and either try to build Petra for the first one or purchase the first one, and then wait until I can buy cargo ships for more trade routes.
My favorite low-tier civ to play is America. I like the scouting promotion, and the land buying discounts. I think the Minuteman unit is fun as well.
I guess it doesn't hurt that I'm from the US and I like the border color..
Assuming continents, one happiness boost I tend to forget is exploration in general. Discovering astronomy and getting caravels and scouts out to reveal more of the map is something you shouldn't overlook. Once I start discovering national wonders and trading luxuries with the people overseas...
I always try for the Great Library and try to build too many wonders in general. I also have this unfortunate habit of plopping my second city down while I am still building the National College.
