One fast way of boosting the US production is give the coastal cities a whale resource that boost shields by between 25 and 50, and make sure that no one else has the whale resource. Drop pollution cleanup to 2 so that becomes a minor nuisance, and also make sure that the US cities have plenty of food for large numbers of citizens. You can do that with the whale resource as well. I trust that all of this helps.
