For most mods, you don't go to custom game to play with them. Just choose set up a game, start playing, and it should work (theoretically). Well, I got it to work for reskinning units, using the instructions for the Granny Material Hacker. So, if you can't find the Granny Material Hacker, this is probably your best bet.
