In IV, things like many years of peace and good trading relations with another Civ would be strong positive modifiers. Those make total sense, and they seem to be largely missing in V.
So if a City State has a puppet city, is it still truly a City State? :)
I absolutely love the new and improved more aggressive CSs that have emerged since the patch, but I think when they conquer a Civ city their Civ ally should be the one with the option to either keep or raze the conquered...
Remember, starting at King level the computer "gets help" (the nice way of saying it cheats). It's not at all unusual at this level for an opponent to have four social policies already by the time I have two, so they obviously are getting them at a quicker base rate than the human.
