    I'm still working revolutions/government changes and such, since NPCs don't really have a player. I've been thinking of making them more like AI - that is, I'd give them core territories and have them attack if somebody trespasses on those. This way, they're more realistic and not just shells. Would be controversial of course.
    Being supermassive, I'd say they're worth 3-4. Distance penalty not included.

    2 of the Uruguayan states went well, so you've spent 5 points, and still have two remaining. You sure you don't want to claim states next to ones you already own?

    Distance penalty applies if the state you're claiming isn't already next to what you have. Example: if you own Rome, and claim all of Southern Italy, the parts next to Rome cost 1 due to being adjacent, but the ones not next to it cost 2 due to distance penalty applied; this is the result of them not being next to what you own as of the claiming.

    Claiming another part of Uruguay would cost you the remaining 2 points.
    As one of the provinces you claimed are on par with Texas in size from what I can see, they cost 3 points, and the other large one you claimed was on par with a US state(2 points). I could give you one of the smaller provinces for another 2 points(distance penalty doubles the value of the province), or you can claim that larger province wedged between the other big two you claimed; it would cost only 2 and is right next to you, so no distance penalty.
    You asked for 11 territories; as you said your capital is Brasilia, I gave you that but wrote off the westernmost one claimed. If you want to adjust this, please update your claims.
    You can claim 10 territories provided they're next to eachother on the first turn. Keep this in mind and update your claims accordingly.
