That always happens when you switch civs. Just save, exit, and reload or individually un-check and re-check each option in the settings.

Are you sure? I remember hearing that it never counted under previous patches; Rhye only recently (1.184, I believe) changed it so that the victory screen wouldn't display it as such.

FYI, Netherlands and America also require improvements in the latest patch.

Did you install the new RFC folder over the old one? You need to delete the old one entirely or there will be bugs.
