How do I install leaderheads after downloading them?

On my old laptop many years ago I was able to add custom leaderheads to my game but on my new laptop I cannot get them to appear in the game, I know I must be doing something wrong but what?

I put it into the mods folder and the leaderheads folder, I wasn't sure which one as there are two so I put it in both.

You didn't do any xml modifications? Any way, what did you download? And to use it in what mod. Too little information to help.

No I didn't do any xml modifications and I downloaded this leaderhead https://forums.civfanatics.com/resources/lh-maria-ii-of-portugal.15213/
I just want to use it in the normal games that I play without any mods.

Okay, this is pretty much "pre-installed" but you still have to enable it in the modules in MLF_CIV4ModularLoadingControls.xml.
